Haley Strategic Partners was founded by Travis Haley, a former United States Marine with service in 1st Force Reconnaissance Company. After years operating at the tip of the spear, Travis transitioned into a career in marksmanship training and gear development, founding Haley Strategic with a simple premise: gear should be built around how people actually move, train, and fight, not around assumptions made in a design office.

The D3CRM Micro: The Modular Heart of the System

The D3CRM Micro is built around the concept of mission flexibility. On its own, the rig runs as a minimal platform with a low-profile MOLLE field. Add one of three purpose-built placards and the loadout changes completely. That modularity is the key: one chassis, multiple mission configurations, all swapped in seconds.
The rig is also designed to mount directly onto a plate carrier using a standard cummerbund or MOLLE interface, making it useful as both a standalone chest rig and a plate carrier add-on. For operators who transition between different setups depending on the operation, the D3CRM Micro removes the need to maintain separate systems.
The Placard System: MOD, MOD Plus, and Heavy
The placard system is what makes the D3CRM Micro genuinely versatile. Haley Strategic offers three placards that attach to the front of the rig, each covering a different level of ammunition and utility storage.
The MOD Placard is the lightest option, built for a single-column magazine layout with fast, unobstructed access. It works well for low-profile operations where print and bulk need to stay minimal. The MOD Plus Placard adds a second row of magazine storage and additional utility space, making it the most popular all-around choice for training and patrol loadouts. The Heavy Placard is the high-capacity option, accommodating 5.56, 7.62, and AK magazines alongside additional utility pouches for a full mission loadout.
The Plate Carrier Placard Adapter extends this system further, allowing any of the three placards to mount directly onto a plate carrier's cummerbund or front MOLLE field without needing the D3CRM Micro chassis. This makes the placard system compatible with virtually any plate carrier in use today.
The MP2 Insert: The Retention Foundation
Running underneath the placard system is the MP2 Magazine Retention Insert, an injection-moulded polymer click-in retention system compatible with most 5.56, 5.45, and 7.62 magazines. The MP2 provides positive indexing for consistent draws and reliable retention without the fussiness of bungee or flap-based systems.
The MP2 is available as a single insert or a 4-pack, and it ships pre-installed in most Haley Strategic mag pouches. It also works inside Haley's Mag Insert system: the Quad, Triple, and Single 5.56 Mag Inserts all use MP2 retention to carry multiple magazines inside a single MOLLE pouch.
Thorax Incog Plate Carrier: Low Visibility, Full Protection
The Thorax Incog Plate Carrier is Haley Strategic's primary plate carrier, built for professional use where visual signature needs to stay low. Incog stands for incognito. The design language is deliberate: no external MOLLE fields visible on the front face, a clean external profile, and a cummerbund system that keeps the overall silhouette slim.
The Thorax Incog is designed to work with the Haley Strategic placard system. The front face accepts any of the D3CRM placards directly, keeping the loadout modular and swappable without compromising the low-visibility profile. The cummerbund provides MOLLE attachment points on the sides for pistol magazines, medical pouches, and utility gear.

The Thorax Incog pairs naturally with the D3CRM Micro. Operators who need to transition between a plate carrier setup and a standalone chest rig can share their placard between both systems, keeping the loadout consistent regardless of which platform they are running on a given day.
The FlatPack Family: The Assaulter Pack Refined Over a Decade
The FlatPack is arguably the most iconic Haley Strategic product outside of the D3CRM. It has been in continuous service with U.S. and NATO Special Operations Forces for more than eight years and represents the direct result of that operational feedback. The concept is straightforward: a pack that sits as flat as possible against the body when compressed, but expands to meaningful capacity when needed.
The original FlatPack is built for assault missions where pack bulk is a liability. It attaches to a plate carrier's back panel and stays flat until expanded, keeping the operator's centre of gravity low and avoiding the snag hazards of a conventional pack. When expanded, it provides enough capacity for mission-essential equipment, communications gear, hydration, and medical supplies.
The FlatPack Plus bridges the gap between the FlatPack and a full-sized day pack. It retains the same compressed-flat profile but opens to a larger capacity. The Plus is the go-to choice when the mission profile requires carrying more sustained equipment, additional medical supplies, or longer-duration kit without stepping up to a full-size assault pack.
FlatPack Controller: Built for JTACs
A third member of the FlatPack family is the FlatPack Controller, developed in close collaboration with Joint Terminal Attack Controllers. JTACs operate with communication equipment that has very specific organisation and access requirements, and the Controller's internal layout is purpose-built around those needs. If your kit involves PRC radios, the Controller is the appropriate choice.
The Belt System: D3 and BASELINE
Haley Strategic offers two distinct belt platforms, each designed for a different use case and operator profile. Both are load-bearing systems built for professional daily use, not range trips.
The D3 Belt uses a laminate construction to achieve a rigid, low-profile outer belt. It pairs with the D3 Pro Inner Belt for a secure two-belt system and attaches with a locking mechanism designed for reliability under movement. The D3 Belt is the choice for operators who need a clean, rigid platform without excess bulk.
The BASELINE MOLLE Belt was developed in collaboration with Safariland and is designed for all-day wear with a full duty loadout. It provides a substantial MOLLE field for attaching pouches, holsters, and accessories, and the Safariland involvement means the retention and construction standards are built for professional law enforcement and military use.
Both belt systems are compatible with the Haley Strategic H-Harness and X-Harness, which distribute belt weight across the shoulders to reduce hip fatigue during extended operations. The H-Harness runs in a parallel configuration while the X-Harness crosses at the back, giving operators a choice of fit and weight distribution depending on their preference and build.
D3 Sling Family: More Than a Decade of Refinement
The D3 Sling is one of the most field-tested weapon slings available. The concept has been in development and service for over ten years, and the current generation reflects every lesson learned from that time. Haley Strategic offers two versions to cover different use cases.
The D3 Slim Sling is built for a minimal footprint. It operates as a lightweight two-point sling that stays out of the way during movement and transitions cleanly between shoulder positions. For operators who want the proven D3 platform without additional features, the Slim is the right choice.
The D3 Pro Sling is the full-featured version, with a modular construction that allows for adjustment and customisation depending on the operator's build, kit, and preference. The Pro adds adjustability and additional mounting points while keeping the same low-profile feel that made the D3 platform popular in the first place.
The D3 Sling Pad attaches to either sling to add shoulder cushioning during extended carry without meaningfully increasing bulk. It attaches tool-free and can be removed just as quickly.
The sling system pairs with Haley Strategic's mounting solutions: the QD End Plate and the Thorntail X QD Sling Mount provide two attachment points on the rifle, giving a complete front-to-back QD mounting solution. Both are available together as the QD Sling Mount Combo.
INCOG Holster Series: Low-Profile Carry with Safariland
The INCOG holster line represents Haley Strategic's approach to concealed and low-visibility pistol carry, developed in direct collaboration with Safariland. These are not aftermarket add-ons or co-branded accessories. The INCOG series is a purpose-built product line that combines Haley Strategic's operator-informed design requirements with Safariland's manufacturing precision and retention engineering.
The INCOG XS is the most compact option in the line. It is designed for Glock 17 and Glock 19 in an inside-the-waistband configuration and provides a low-profile carry solution for operators who need the Glock platform concealed while on task.
The INCOG X extends the platform across multiple Glock variants and light configurations. There are versions for Glock 17/19 with a standard weapon light, for Glock 17/19 with a large weapon light, and for the slimline Glock 43/48 both with and without a weapon light. All versions are right-hand configured and available in grey.

The ITRK is a compact IFAK platform developed in collaboration with Special Operations Aid and Rescue (SOARescue). The ITRK mounts to MOLLE-compatible platforms and is designed to stay compact and flat against the body until deployed.
TQS Hanger: Tourniquet and Shears at the Ready
The TQS Hanger provides dedicated, organised storage for a tourniquet, trauma shears, and supporting medical equipment. It mounts across Haley Strategic's belt and chest rig platforms and is designed for fast access in a casualty scenario. The TQS is a practical addition to any kit that prioritises self-aid and buddy-aid capability.
TRMP: The Garand Thumb Collaboration
The TRMP is a collaboration between Haley Strategic and Garand Thumb. The name stands for Tourniquet, Radio, Medical, Pistol. It is a chest rig pre-configured specifically for those four item categories, built around the real-world feedback from Garand Thumb's own training and content. The TRMP is an opinionated piece of kit: it is designed to do one thing extremely well rather than adapting to every possible loadout.
Mag Pouches and General Purpose Pouches
Haley Strategic's pouch line covers the essentials without overcomplicating the selection. The Single Rifle Mag Pouch, Single Pistol Mag Pouch, and Double Pistol Mag Pouch all use the MP2 insert for consistent retention. The Dump Pouch is a collapsible design built from DWR-treated ripstop that deploys quickly and collapses flat when not in use.
For general storage, the GP Zip Pouch (available in Large and Medium) and the GP Flap Pouch Small provide modular MOLLE-compatible storage for electronics, medical supplies, navigation gear, and mission accessories. The GP SAW Pouch started life as an M249 speed-reload pouch and has since found wide use as a versatile general-purpose option due to its compact but spacious interior.

Haley Strategic's Thorntail X mounting system addresses weapon light and sling attachment with the same lean-design philosophy applied to their soft goods. The Thorntail X M-LOK Offset Light Mount positions a weapon light close to the handguard in an offset orientation, keeping the light body away from the rail for better heat management and reduced snag profile. The Thorntail X M-LOK Inline Light Mount mounts the light in a direct inline configuration for a cleaner setup without a separate rail section.
The Thorntail X QD Sling Mount provides a 45-degree offset Quick Detach sling attachment point on any MIL-STD-1913 Picatinny rail. The offset angle delivers a lower-profile sling attachment that reduces snag points compared to a standard perpendicular QD socket.
